Local Roofing Guidance, Building Regulations & Planning in Plymouth
Most routine roof repairs—such as replacing slipped slates, renewing lead flashings, or repointing a chimney stack—do not require council paperwork. However, if you are stripping and replacing more than a quarter of your roof covering, altering structural rafters, or working on a listed property in a conservation area, specific rules apply. Below you will find direct links to official local council, safety, and building control guidance.

When Does Roofing Work Need Building Control or Planning Approval?
With 30 years of hands-on roofing experience across Plymouth and the surrounding 40-mile catchment, we deal with these practical requirements every week. Knowing what triggers an inspection before scaffolding goes up saves delays and keeps your property paperwork in order when you eventually come to sell.
1. Stripping Over 25% of a Roof Area (Thermal Upgrades)
Localized repairs like swapping cracked tiles, renewing a Code 4 lead valley, or converting to a mechanical dry ridge do not need Building Control sign-off. However, if we strip and re-roof more than 25% of your pitched or flat roof area, Part L of the Building Regulations requires you to bring the roof's thermal insulation up to current standards.
2. Changing From Natural Slate to Concrete Tiles (Structural Loading)
Many older stone-built properties in Plymouth were framed with rafters sized specifically to carry lightweight natural slate. Interlocking concrete tiles are significantly heavier per square metre. If a roof covering is changed to a heavier material, a structural assessment is required to verify the existing purlins and rafters will not bow under the extra load.
3. Conservation Areas, Dartmoor & Listed Properties
Under standard Permitted Development rules, re-roofing on a like-for-like basis does not require planning permission. The exception is if your home is a listed building or sits within a designated conservation area or Dartmoor National Park, where strict rules govern slate origin, ridge tile profiles, and roof window installations.
4. Scaffolding Over Public Pavements & Skips
When scaffolding or a skip sits wholly within your private driveway or front garden, no street permit is needed. On terraced streets where scaffolding must step down onto a public footpath or highway, a council highway licence must be arranged in advance, and all stripped slates, old felt, and timber battens must be removed by a licensed waste carrier.
